Induction Capacitor / Induction Capacitor
Cost: 4 :aether / 4 :aether
Stats (if creature or weapon): -NA-
Ability(ies):

Targeted damage and healing refers to any spell or ability that the owner must directly choose a target for.
E.g. cards like shockwave, firebolt, heal, etc. And also abilities like ping, snipe, etc.

The ability will affect every viable spell or ability that gets used while this card is in play.
Activating this card's active ability will prevent the opponent from receiving the benefit for 1 turn.

Note that non-targeted spells and effects, such as dry-spell, thunderstorm, sanctuary, etc. are not affected.
Neither are spells that do not directly deal damage when cast. E.g. poison and purity based effects and chaos seed / pandemonium are not affected.

Are you referring to its active skill?
Its more like upkeep to prevent double edge... but if it offends just remove it. I just had extra space and thought it could be a nice boost to card value.

If you are worried about it boosting skills then just limit it to spells and drop the cast cost a little.

Your last point about boosting skills, sorry for being too terse there. It's actually a mechanic that's a bit hard to implement, would probably be lazy & implement it as a "When dmg event occurs, apply 1 damage" & have to sort out how to make that not be recursive. But that'd end up doubling fire shield et al

Ah. Didn't realize it would be tricky to pull off coding wise for skills... will have to keep that in mind when coming up with card ideas.
