Title: Revamp Mutation

I've realized that mutation just isn't quite the same awesomeness it used to be.
In vanilla, mutants have access to a pretty large chunk of the total pool of abilities.
In openEtG, they still get most of those abilities, but there are so many new abilities out there that they are missing a significant chunk...
since oEtG has been going, we've added over 15 actives:
spore, sing, ink, lay egg, spite, clear, mimic, tomb, siphon strength, upload, siphon active, disarm, flying weapon, deploy, tick, snipe

Right now mutants only have access to about 21 of the older actives (and not even all of those). It would be nice to give them a little oomph and surprise back.

Also mutant should be a status which gets handled by parallel/transform to remutate
