Not sure what to cost it at. Ideally not yet another cheap token that you have to self sac to proc because your opponent doesn't care about it. Maybe have a big divergence in stats between unupped/upped

If you want it to be attractive as a target for cc, it needs to have at least 4 atk and at most 5 hp.
Best available comparison is phoenix, which also gives a massive discount on the revive (but can be removed entirely) and has atk equal to cost so this cannot really afford to be much more expensive than its atk value if its supposed to actually trigger much (due to being squishy).
Also, what would its purpose be? Since you want to discourage self triggering you probably want to make it costly enough to not be suitable as a deck thinner for combodecks, food for cremation/orochi (black cat and minor phoenix will likely not be outdone in cost efficiency for repeatable use), but in that case it would mostly counter cc in the end up to a limit. maybe brawl synergy might be interesting. (Future) Cards that cause creature combat or sac creatures and have amplified effects based on stats of the sacrifice (like catapult) can be interesting for this i suppose.

How about changing the effect to "There is always a bigger fish" on death put a catfish with 1 more health into your hand. would synergize with catapult and generally stallbreak. I suppose by giving it a large cost and relatively low starting hp we could find a sweet spot where tempoloss through cc is significant in case of dom but not stall (say byebye to catapult synergy then though).

While 120 days is very long, since this was considered a good idea I suppose that it would be ok to give a suggestion.

Looking at the other water creatures, and reading in the topic about the "target atk/HP" for a 4/3 the cost would be to be a 4 (as to not make the blue crawler obsolete) while not being nocturnal.

With 1 more water you get the toadfish which is widely used in both version (6 damage or the 4 cost pufferfish)
on 4 cost you also have the now upped Siren (which has an active) and the steam machine which lets be honest generally are more attractive than a 4/3 for 4.

Still if the effect of drawing another catfish isn't limited on "death" but from leaving the field, it would let you draw it immediately against time effects which would be at least curious.
