Inno's discard is a boon when trying to construct a specific hand

As CG puts it,

I have 2 other potential fixes:
Either: Discard target card, mill 1, draw 3
or: Discard target card, draw 3, deplete all non :time quanta

CG & I like the mill option since it keeps inno just as good when not drawing through entire deck. ie we want Innovation to be useful for combo decks, but right now it's too useful for OTK combos. So I intend to implement the mill change in a bit
