Title: Regrade on cards like repulsor

I know regrade doesn't work on stacks anymore, but I don't see why it can't work on cards while in your hand that add to stacks like pillars or repulsors. Also why can't you use regrade on regrade?

You can regrade regrade, but it can't self target
