with Embezzle mill being reduced from 3 to 2, & now 1, it is no longer viable to pack tons of single target CC to fuel millcat

Trying to streamline asdw152's millcat he's been bothering me with

This avoids quanta starved hands, & at this speed we don't need a bit of self heal as opposed to clearing the opponent's field
