Title: February Event Poll

What we can probably fit in February:

1. 2x PVP Tournaments
2. PVP League - monthlong; can probably add a concurrent Tournament if ppl wanted that
3. 1x Tournament + start a PvP Event "Tour de Elements" (https://etg.dek.im/forum/index.php?topic=1173.msg5461#msg5461) late February
4. Non PvP stuff can be concurrent with PVP or during "PVP chill time"
