it makes no sense to me the nerf of nova to 1 

there is no reason to nerf what was an utility card in etg, with the investment of 6 slots u could have a faster quanta fix without being slow like the quantum pillars

in oetg there are even more options than in etg, quantum pends, lockets etc, snova is rarely used and everything is more powerful, maybe is even underpowered even costing 0

It was mostly done for the sake of PvP. Overall I've heard quite a few people complain about it, but in my experience the change is good. Nova is still really good. If I was going to make any changes in this area it'd be to nerf rainbows, not buff them
