Starting new account without first deck (confirmed)

When you start a new account, you only have the decks 2 and 3. Deck 1 is empty. You still have the cards to build it, but it doesn't load automatically when creating the account.
/decks also confirms deck 1 doesn't exist, only 2 and 3.
