Buff Elf

Elf's active cost should be 2 (arguably Elf could cost 4 & active could cost 1, but I understand that Life's repeatable CC should be inefficient)

Buff it to 4  cost + 1  cost for ability. If it gets exploited, what I doubt, nerf it to an intermediate point

I've actually used elf in my wings duo deck for guild league, and found it to be very effective even with the crappy ratios.

I would reduce the ability cost to 2 and maybe change the stats a bit to make up for the higher cost. Its a good card as is, no need to buff it, but the ratios are kind of awkward so i can understand why you would want to buff it.

Would it make sense to bump the stats to 4|2? I get it's inefficient to not be highly spammable, but I think 5 for 2|2 is overdoing it in this respect.
