Sucks power from your other quanta pools and transfers them to your entropy pool each turn it is held in your hand.
It gets shunted to the opponent's hand when played where it will drain their quanta for several turns.
Of course, eventually they will gain enough quanta to play it themselves... but then it just comes back to you, so with planning this can work out.
