Has anyone ever thought of doing two leagues, a higher and a lower one, and if you're at, say, the bottom 20% of the higher league at the end of a season you switch to the lower league and if you're at the top 20% of the lower league you're in the higher one? We could do unupped in the lower league and upped in the higher league for flavor or not do that.

Leagues have generally struggled to get an active pool of 10 players who get 10+ games, would need a bigger player pool for that sort of thing
