I like giving it the ability:

Extra ATK, and / or HPs wouldn't hurt either...
Maybe make it 4|6 and 5|6 respectively?
... Would be a nice synergy with jetstream

But we already have a weapon named Owl's Eye with different ability, wouldn't it be confusing?
