...Yep, the primary goal with this concept is a pun. Curious to see of it's actually balanced, though.

Given it lacks raw Mist Mantle's PC resistance, I expect it is slow given how slow it is. Could add charges to target stackable permanent to be more diverse

On the other hand it's repeatable, takes much less space in deck than full MM package and if your opponent cannot remove it quickly they may just lose because what's the point of removing it when you'll  be already behind multiple stacks of mist mantle. Also this is in Material group ( :earth :fire :water :air) so one could play it in some trio/quattro deck for Protect Artifact.

Saying that, I feel like it's bit underpowered - the effect is bit too slow unless you put multiple Air Looms on the field or play supplementary mantle. I would make it generate 2 stacks for  :water :water/ :water OR give it additional effect to generate 2 stacks when being played.
