I feel like Elements currently lacks cards justifying playing spell-heavy decks. I'm not sure about the balance but this kind of card would help establish new deck archetype similar to Miracle Grow in MtG or Miracle in Hearthstone. I envision a

deck playing SoBs, Precogs and Scattering Winds along other cheap spells to quickly burn through deck and play critical mass of spells in a single turn.
