I wouldn't call it pointless. There are a lot of answers to dragons that involve preventing, circumventing, or outhealing the dragon's attack. This gives them a new set of teeth in that case.
For instance, several powers listed give direct damage, which would counter using a shield as an answer.
Eg. Place obsidian dragon, oppoent answers with grav shield, use this and start siphoning their life instead.
Dragon bows could be quite interesting (and with georesonators or quartet pillars quite doable).
I've always thought dragons should have a way to get a cool ability so I like this idea.
