Water based mass targeting twin of osmosis. Rather than drain half stats of a target and give it to a random ally, this drains  a set amount of stats from every non-aquatic creature and transfers it to a random aquatic creature you own.
If you don't own any aquatic creatures then it just acts as a mass CC effect that reduces both strength and largeness.

The flood interaction simply doubles the effect. Of course, there will probably be far fewer creatures so this is really to balance out anti-synnergy (due to reduction in max number of non-aquatic creatures available).
